About the Scott County 911 Emergency Service Board

Larry Chasteen-Board President

Larry is the Administrator of the North Scott County Ambulance District since July of 1994. He has been employed as an EMT and 

Paramedic since November of 1991 at North Scott. He has been a n EMT since 1989. He has been employed as a Flight Paramedic with Southeast Missouri Hospital in the past also. Larry is also a certified EMS instruct or and trained NFPA certified Firefighter I & II. Larry Serves on several boards for Scott County and the State of Missouri. He currently is the Board President of the Scott County Health Department, a board member of the Missouri Ambulance Association , a board member of the Scott County Enterprise Zoning board, past President and current member of the Southeast Missouri Emergency Medical Services Network , and a member of the Southeast Regional Advisory Council on EMS . He is a current member of the Scott County Child Death Review Panel . Larry has been married to Cindy Chasteen since 1988 and they have 2 children and 1 grandchild.

Billy Sullivan- Board Secretary

Billy Sullivan is the Chief of Police for the Chaffee Police Department. Chief Sullivan graduated in the fall of 1993 from the SEMO Law Enforcement Academy. He worked as a reserve police officer for the Chaffee Police Department until April of 1994 when he became a full time officer for the Osage Beach Department of Public Safety. He then returned home and worked for the Cape Girardeau Police Department and SEMO Drug Task Force. In 2018 he returned to the Chaffee Police Department with the rank of Sergeant and became the Police Chief in 2020. 

James McMillen

Chief McMillen grew up in rural Southeast Missouri, on a farm, graduated from New Madrid County Central High School, and then attended Southeast Missouri State University.  He achieved a BS in Agricultural Business but later decided to have a career in Law Enforcement.   

He began his career with Sikeston DPS in 1998.  He has worked in both the Police and Fire Divisions in our public safety department.  In 2001, McMillen became a Detective and later in 2005, a Sergeant for Sikeston DPS agency.  In 2011, promoted to Lieutenant of Detectives and later Captain over patrol.  In 2017,  he was promoted to Assistant Director of the department and appointed as Director in 2019. 

During his career, he has placed a large emphasis on community partnerships.  He understood the importance of this during his work as the Department’s Public Information Officer.  During that time, many people in the community got to know him .  He is now  trying to use that recognition to help bridge the ever-enlarging communication gap between our police agency and the citizens. 

Most recently we have seen a great need for agency collaboration to provide the best level of protection and service to area citizens while mitigating unnecessary expense.  He believes this 911 Board is the right direction for the citizens in Scott County and the first responders serving them. 

Ken Dicus

Will Watson

 Will is a retired Scott County native.  He’s a graduate of Missouri S&T
(UMR) with a degree in engineering.  He has worked at Noranda Aluminum,
McDonnell Douglas, Masland Industries, Lear Corporation and later for
the GSI Agriculture Group.  He’s been an Engineer, Construction Manager,
Engineering Manager, Platform Director and Vice President of Engineering
and Global Business Practices through out his career.  While advancing
his career, Will and his family had an opportunity to live in several
different states. But after retiring, Will sought out his roots and
decided to move back to Southeast Missouri. Will serves on the following
City of Sikeston Boards: Board of Appeals, Enhanced Enterprise Zone
Board, Planning & Zoning Commission, Public Safety Advisory Board, SEMO University Advisory Council, and Traffic Committee.  Will also serves on the Scott County SB-40 Board and the University of Missouri Extension
Counsel.  Will is also a member of the Missouri SAVE Coalition.  Will
has been married to his wife Collette for 42 years.  They have 4
daughters, and 8 grandchildren.
